Job Description

The Town Accountant serves as the chief accounting officer responsible for overseeing municipal accounting operations, financial reporting, and internal controls. This role ensures compliance with Massachusetts General Laws, Department of Revenue (DOR) requirements, and governmental accounting standards, while maintaining the integrity and accuracy of financial records.

Working closely with the Chief Financial Officer, department leaders, auditors, and state agencies, the Town Accountant plays a critical role in fiscal stewardship, transparency, and effective financial management.

Key Responsibilities:

Accounting & Financial Operations:

  • Manage the general ledger, journal entries, fixed assets, and centralized financial records
  • Review and approve expenditures, payroll, and accounts payable warrants
  • Monitor revenues and expenditures for budget compliance
  • Process year-end 1099 reporting and review Treasurer and Collector activity

Financial Reporting & Compliance

  • Prepare monthly, quarterly, and annual financial reports
  • Submit required reports to the Massachusetts DOR, including Schedule A and Free Cash documentation
  • Assist with tax recap and other statutory filings
  • Ensure compliance with UMAS and governmental accounting standards

Audit & Internal Controls

  • Coordinate the annual independent audit and support audit inquiries
  • Evaluate and strengthen internal controls and financial procedures

Budget Support & Collaboration

  • Provide accounting support for operating, capital, and enterprise fund budgets
  • Prepare financial summaries for annual reports and public disclosures
  • Supervise and support accounting staff
  • Collaborate with department heads on financial procedures and compliance

Minimum Qualifications:

Education & Experience

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field (Master's preferred)
  • 5-7 years of progressive accounting experience, including Massachusetts municipal or governmental accounting
  • Supervisory experience required

Certifications

  • Massachusetts Certified Governmental Accountant (CGA) required or obtainable within two years
  • CPA preferred
